Tort Reform: Puerto Rico Style

Yesterday the Governor of Puerto Rico released its long awaited tort-reform legislation. The bill seeks to address caps on moral/emotional damages, obligation on part of the plaintiff to produce an expert medical report within 60 days of filing suit, specialized malpractice courts and the creation of a victim’s fund. The bill also strengthens the licencing board, allowing it have more teeth when it goes after delinquent doctors.
